anybody know hte couse of a 06 Toyota car reeving up when not in gear?

my friend bought a toyota corrolla and it revs up when not in gear. head in garage under warrenty but they dont know what it is, he is buying new car but would love to know whats causing it. when he stps at traffic lights it revs up to the last.

      throttle position sensor? rev limiter? foot on pedal?
